The proposed End-of-Life Vehicles (ELV) Regulation seeks to strengthen circularity requirements for vehicle design and improve the management of end-of-life vehicles across the EU. It is a key initiative supporting the EU’s broader objectives on sustainability, resource efficiency, and the transition towards a circular economy, while contributing to affordable and sustainable mobility for European consumers.

It is for this reason that CME supports the overall objectives of the proposal and its ambition to enhance sustainability in the automotive value chain. At the same time, we believe it is essential that the Regulation preserves a balanced and proportionate framework that fully recognises the role of online second-hand marketplaces in extending vehicle and spare part lifecycles. The framework should avoid introducing disproportionate obligations that could create legal uncertainty, fragment the Single Market, or undermine the accessibility of circular trade channels that already support reuse and waste reduction across Europe.

For this to be achieved, CME believes co-legislators should prioritise:

  • Avoiding duplicating or even going beyond DSA & GPSR in sector-specific regulation;
  • Excluding consumer-to-consumer sales from the scope of the proposal;
  • Ensuring trade of second-hand vehicles and used spare parts must remains practical and accessible.
