The EU Taxonomy Environmental Delegated Act establishes technical screening criteria used to determine which economic activities make a substantial contribution to environmental objectives, including resource efficiency and circularity. It serves as an essential reference point for sustainable finance by helping direct capital flows toward environmentally sustainable activities and supporting the transition toward a low-carbon and resource-efficient European economy.

CME welcomes the fact that second-hand marketplace activities, including those operated by CME members, are acknowledged as contributing to circular economy objectives. However, CME considers that the current activity description should better capture the broad ecosystem of services that enable product reuse, extend product lifespans, and facilitate circular consumption patterns across Europe.

To achieve this, CME believes policymakers, including the European Commission, should consider the following actions when finalising and implementing the EU Taxonomy Environmental Delegated Act:

  1. Add NACE code C29 (‘Manufacture of motor vehicles, trailers and semi-trailers’) as an economic activity related to second-hand marketplaces.
  2. Clarify and broaden the description of second-hand marketplaces as an activity to include rental of goods and consumer to business (C2B) transactions.
